Fun fact! Gen 4 Parasect cannot learn sleep powder! Thare are actually tons of pokemon that have changed types both between evolutions, and even between gens! And I don't just mean Fairy types. There are no Dark or Steel types in the original Gen1, but as soon as they were introduced, a good handful had their typings changed to reflect that.

I bet a sentient and ambitious enough parasect could learn to replicate sleep powder in some way if they plied themselves to it.
But yeah I guess as far as human trainers and the Pokedex are concerned, mushroom go spore but mushroom not go powder
