I was recently informed of the existence of an old Trainer's handbook that was a limited release in Japan. Allegedly, it contains some excerpts from Professor Oak's research notes involving the design process of the Pokeball as we know it today. Including mention of why safety parameters had be changed and added because of a certain crime syndicate.

It could be just a rumor, but in searching I found a Pokemon Fan fiction that is chock full of theories and I am going to binge it for a while.
